When I went back to college for my IT degree, I was horrified how many of my classmates were openly using their cell phones to openly cheat on tests. The teacher wasn't even remotely paying attention during the exams. When I brought this up with the teacher I was indignantly told 'We use the honor system here...'.
I explained that her 'honor system' was being 'dishonorably' violated by over half her class. I dared her give a quiz where she actually paid attention during testing instead of grading papers with her head glued to her desk. The next time she gave a quiz, halfway through she looked up...and then the yelling started. The students mostly just shrugged and basically told her 'Everyone is doing it, no one cares, and they only needed the grade, they weren't going to remember the stuff anyway.' The teacher was visibly upset... but by the next quiz it was business as usual.
