Yes, the busybody is evil, but the police and prosecutors and judges are the ones in authority, and they should know better.

The story says authorities knew about a history of negligence, but if so, why aren't those authorities going to prison for 10 years? They could have acted if it were so serious. And if not so serious, why is he getting 10 years?
