Who can be blamed for a virus?

SciAm has opinion articles blaming Pres. Trump and Gov. Cuomo, for COVID-19 response.

The attack on Trump blames him for a decline in life expectancy, as claimed by a study. But that study was widely criticized. COVID-19 did not really have much effect on life expectancy.

The allegations against Cuomo are very serious, as he could have killed 10,000 New Yorkers. But he seems to be facing more political trouble for some relatively minor MeToo allegations.

Before the election, the nearly universal opinion in the press was that Cuomo should be graded A+ and Trump F- for their COVID-19 responses. Now I would like to see a more objective comparison.
