Danger of High T and Small Testes

Everyone is trying to explain or criticize Will Smith. What does the science say? A new research paper says:

Europeans Have Larger Testes than Sub-Saharan Africans but Lower Testosterone Levels

So Will Smith probably had high testosterone and small testes.

I am not sure why that makes evolutionary sense, but the paper seems to have an argument.
