Democracy is not what America or anyone else has. Democracy was tried in a few flavors in Athens Greece...and it didn't work very well or for very long. In the United States we have a constitutional republic which is much more closer to the Romans than the Greeks. The American Constitution is really the unique quality of what sets our government so far apart from almost all others.
The Arabic world and it's ruling governments are determined by their culture and regional outlooks, not a particular brain structure. You should stop evaluating human cultural differences by focusing on one metric, it isn't very accurate or scientific. This is kin to evaluating the entire climate according to one small trace gas and excluding all other factors.

It may be that religion determined the cultural secretions outlooks of the Arab world. Every aspect of their life - politics, finance, and education - is determined by the contents of the Koran. Add in tribalism and, unless something causes a massive change, the likelihood of a western style of democracy, with elections, etc, will never happen, despite the best efforts, allegedly, of the CIA.
