People, I don't think necessarily thought that something as well-intentioned as Medicare and Medicaid would necessarily attract fraudsters.This is probably not Holder's fault, but how could anyone think anything so stupid? The fraudsters don't care about whether the Medicare program is well-intentioned, whatever that means.
