What if the federal government spent $1 billion over nearly three decades to study thoroughly the question of which teaching method best instills knowledge, cognitive skills and positive self-concept in students? The method is called Direct Instruction, and I learned about it here.
What if that study were able to conclude exactly which method best does all three?
Wouldn't the American people like to know about it?
Both the study and its conclusion do exist.
Don't expect your local schoolteachers to have even heard of it.

Identifying Best teaching methods does not require a billion dollars. It requires cooperation and the development of a relatively simple algorithm. We are working on one at: http://bestmethodsofinstruction.com/
Please come help us to tweak this currently crude attempt.
