NY Law abolishes terms Father, Mother

Snopes says this is true:
New York lawmakers passed a bill changing the words "mother" and "father" to "gestating parent" and "non-gestating parent" in parts of state law.
The reasons given do not even make any sense.
Under the updated text, "gestating parent" refers to a person who carries and gives birth to a child, while a "non-gestating parent" does not — such as the father or the non-carrying woman in a lesbian relationship. While parents share a legal bond with their children, they do not always share a biological one, as seen in cases of surrogacy or adoption.
We have had child adoption for centuries, so there is nothing new about parents not having a biological bond. Furthermore, in the case of surrogacy, the gestating parent is the pregnant surrogate, and not the legal parent.
